I don't know for sure that there aren't issues in running a HA as a multicast router - there might be more issue for that than running it as an MLD proxy when the home link is a physical link. But as long as implementing this multicast stuff is mandatory in the HA I guess implementation and interoperability experience will find out what issues might exist as part of that implementation and testing experience.
