of what it says is generic multicast stuff - the specific aspects are
only the tunnel specific thing and pointing out that as long as the HA
exhibits the same behavior as a box which treats each HA-MN tunnel as
a separate interface then things will work.

I don't know for sure that there aren't issues in running a HA as a multicast
router - there might be more issue for that than running it as an MLD proxy
when the home link is a physical link.
But as long as implementing this multicast stuff is mandatory in the HA
I guess implementation and interoperability experience will find out what
issues might exist as part of that implementation and testing experience.

So no requirement to change anything except the odd 
   In order to tunnel forward multicast data packets from the home
where I don't think "tunnel" belongs - definitely not both "tunnel"
and "forward".
